FG To Reward Whistle-blowers On Illegal Weapons – Presidency


The National Security Adviser, Maj-Gen. Babagana Munguno (rtd) has began work on a template for the discovery and recovery of illegal weapons through a reward system.

Malam Garba Shehu, the Senior Special Assistant to the President on Media and Publicity, confirmed this development in a statement issued in Abuja on Sunday.


According to the presidential spokesman, the Office of National Security Adviser (ONSA) is adopting the whistle-blowing approach so as to eradicate mass shooting incidents and remove the harassment of law abiding citizens by holders of illegal weapons.


He said the proposed adoption of the whistle-blowing policy on illegal weapons by the Federal Government followed the success of the policy in the recovery of huge amount of questionable and stolen funds by the Economic and Financial Crimes Commission (EFCC).
Shehu, therefore,said the presidency had started drawing up the rules of a whistle-blower mechanism to throw a spotlight on the regime of gun ownership and control as a bold move to prevent and eradicate illegal ownership of small arms and light weapons in the country.
He said that this would be a sort of searchlight on weapons ownership in the country, adding that the aim was to disarm communities especially those with proclivity to violence.


“In the last few days, we had discussed the efforts the administration is making to strengthen the whistle-blower mechanism in the Ministry of Finance, which to date has proved to be very effective in bringing the attention of the government to stolen assets and unexplained wealth.


“The ONSA initiative may be an independent line of inquiry or in active collaboration with what the government is doing in Finance. This will be a sort of searchlight on weapons ownership in the country.


“Whatever form or shape it takes, the administration wants to take a tough line to curtail the large number of illegal weapons in circulation used in intra and inter-communal conflicts,’’ he said.


Shehu disclosed that the ONSA had already inaugurated a committee saddled with the responsibility of the recovery of small arms and light weapons in the country.

The blowing policy, which has been approved by the Federal Executive Council (FEC) is meant to expose fraud and other related crimes in both the public and the private sectors.
The policy was devised by the Ministry of Finance aimed at encouraging anyone with information about a violation, misconduct or improper activity that impacts negatively on Nigerians and government to report it.


“If there is a voluntary return of stolen or concealed public funds or assets on the account of the information provided, the whistle blower may be entitled to anywhere between 2.5 per cent (minimum) and 5.0 per cent (maximum) of the total amount recovered,’’ Minister of finance Kemi Adeosun said.

The policy has recorded appreciable success as it has led to the discovery of billions of Naira in the last few months since it started.

Where Is Buhari, All We Hear Is Buhari Said This, Buhari Said That — Fayose Questions Presidency


President Muhammadu Buhari’s absence from state functions in recent days, especially the weekly Federal Executive Council (FEC) meetings, has been questioned by Governor Ayo Fayose, who is asking whether or not the president was now governing the country by proxy.

Fayose said; “Every day, what we hear is President said this, President said that without seeing the President in any official function and one is prompted to ask; where is the president?”

In a press release issued by the Governor's Special Assistant on Public Communications and New Media, Lere Olayinka, Fayose said it was becoming obvious that a group of cabal is exercising the powers of the President.

"I saw the Secretary to the Government of the Federation (SGF), Mr Babachir Lawal on television responding to his suspension and what came to my mind was that there could actually be many presidents operating in the Buhari’s presidency.

“Perhaps, it is for this reason of possible existence of governments within the government of Buhari that confusion pervades the polity, with the President himself writing letter to the Senate to clear someone of wrongdoing and the same person being suspended three months after on the basis of the same allegation. It is also for this reason that the President nominated Ibrahim Magu to the Senate for confirmation as EFCC Chairman and the DSS, an agency under the Presidency wrote the Senate not to confirm him.

“Most importantly, the President did not attend the FEC meeting last week and the meeting did not hold this week under the flimsy excuse that Easter Break stalled it. How could Easter Break that ended on Monday be responsible for the inability to hold FEC meeting on Wednesday? Definitely, there is more to this than meets the eye.

“It has therefore become necessary that Nigerians hear the voice of their President and see him physically, not through surrogates or the cabal operating behind the scene,” the governor said.

Speaking further, Governor Fayose, who described a President as the face and image of a nation, urged President Buhari to hold regular media chat in which Nigerians can ask questions and offer suggestions on the running of the country.

“Since his first and only media chat was held in December 2015, Nigerians have not had opportunity of seeing their President address them directly and this is not the best approach to governance in a democracy,” he said.

Buhari Declares Mondays, Wednesdays As 'Made-in-Nigeria Dress Day'

President Muhammadu Buhari-led Federal Government has approved the adoption of Mondays and Wednesdays every week, as Made-in-Nigeria Dress Days across the country.

The approval was contained in a letter from the Federal Ministry of Information & Culture, dated 4th April, 2017, and addressed to the Executive Secretary of National Institute for Cultural Orientation (NICO), Barclays Foubiri Ayakoroma.

Reacting to the Government’s approval for Made-in-Nigeria Dress Days, the Executive Secretary of NICO, Dr. Barclays Foubiri Ayakoroma, told NICO News that, for him, it is one major breakthrough so far recorded by his administration in the Institute.

Information Minister, Lai Mohammed Gives Analysis On How You Can Earn As A Whistle-Blower

Nigeria's Federal Government has clearly spelt out the irresistible benefits that await whistleblowers as it also pledges protection for them, as there are some controversies that some whistle blowers have been victimized. 

The Minister of Information and Culture, Alhaji Lai Mohammed, said any whistle-blower whose information leads to the recovery of up to 1 billion Naira will receive 5 per cent of the amount. 
“For those who may have suffered any backlash as a result of the information they provide, their cases will be reviewed and appropriate mitigating actions taken”

“Whistle-blowers have nothing to fear, because the committee has put in place the necessary measures to safeguard those who give useful information. As a matter of fact, whistle-blowers have everything to gain and nothing to lose,” he said.

How much you can make by being a whistleblower:


  • Recovery of up to 1 billion Naira will receive 5% of the amount;
  • The reward for any amount between 1 and 5 billion Naira will be 5% for the first 1 billion Naira and 4% of the remaining 4 billion Naira
  • And then for any whistleblowing amount of over 5 billion Naira will attract 2.5% reward.
  • For example, if a whistle-blower provides information leading to the recovery of 10 billion Naira, he or she will receive 5% of the first 1 billion Naira, 4% of the next 4 billion Naira and 2.5% of the remaining 5 billion Naira.

Buhari Meets Nigerian Governors for the First Time Since Resumption in Aso Rock (Photos/Video)



President Muhammadu Buhari this Thursday afternoon, met with members of the Nigerian Governors' Forum during the ongoing meeting of the National Economic Council (NEC).
President Buhari went round inside the Council Chambers to shake hands with all the governors in attendance.
It is not yet clear what exactly the president discussed with the governors as journalists were asked to leave.
This is Buhari's first interaction with the state governors since his return to Nigeria last Friday from his medical vacation in London.
The National Economic Council, headed by Vice President Yemi Osinbajo, is composed of the 36 state governors, the governor of the Central Bank of Nigeria and relevant ministers.

The presidency over the weekend has warned Nigerians not to expect much from President Muhammadu Buhari as he resumes office today

Speaking during an interview with a print media, Senior Special Assistant to the President, Media, Mr. Garba Shehu, said, “Let me first of all caution that he (Buhari) is not going to start in a dramatic way. He has been away from the country for nearly two months, so he needs to get into the temperature of the place.

“For instance, yesterday (Saturday), he went through the newspapers page by page, and he read everything that interested him. So he needs to get back to that place. The thing is that he’s basically human like all of us. He is coming out of an ailment and like he himself had said, he needs to start gradually.

“Don’t expect the president to be given neck-breaking schedules or punishing schedules like from 8 a.m. to 10 p.m., or sometimes to 1a.m. to 2 a.m.,” Garba submitted.

The Special Assistant to President Muhammadu Buhari on Foreign Affairs and Diaspora, Abike Dabiri-Erewa has said that the xenophobic attacks on Nigerians in South Africa were driven by hate speech and misinformation by South African politicians.

The President’s Special Assistant, who made this known during a television programme tagged: ‘The Osasu Show’, pointed out that politicians fueled the attack by telling their citizens that foreigners, including Nigerians, were taking their women and jobs.

The former lawmaker, who frowned at the attacks on Nigerians and the looting of their properties, in South Africa, admitted that though there were foreigners who commited crime in the rainbow country, and could be dealt with, it was not by discriminating against Nigerians or any other race or country.

She said, “These attacks happened in the past and this is the seventh time. The last one was in 2015… the king of Zulu made some remarks that were inciting that led to the last attack.

“This particular one, fine, there are economic issues everywhere in the world. Politicians are campaigning and telling their people, ‘you know what, drive these criminals away, they are taking your jobs, and they are taking your women too.”

She advised South African companies operating in Nigeria to do more to educate their people on the need to stop attacks on Nigerians.

She noted that MTN, DStv and other South African companies could initiate a campaign against xenophobia by educating citizens in the former apartheid enclave.

“Imagine MTN sending text messages to everyone in South Africa, saying Xenophobia is bad, don’t do this and that. They should embark on some corporate social responsibility.

“Those multinationals should get up and do something. DStv should be doing various jingles on why xenophobia is bad, they should take over the awareness campaign,” she stated.


Obasanjo, Yar’adua, Jonathan Endorsed Malabu Agreement — Adoke Insists


Former attorney general of the Federation and minister of Justice, Mohammed Bello Adoke (SAN) insisted, at the weekend, that the controversial Malabu oil Block Agreement was endorsed by the previous administrations of Presidents Olusegun Obasanjo, Umaru Musa Yar’Adua and Goodluck Jonathan.

In a formal letter to his successor and the current Justice Minister, Abubakar Malami (SAN), Adoke narrated how Terms of Settlement on the controversial oil block were brokered and executed by Obasanjo’s administration before its implementation by Jonathan’s administration.
Adoke also urged Malami to investigate the matter thoroughly and if found wanting, should not hesitate to prosecute him.

“I believe it is your responsibility to explain to the public who are being sold a fiction that the transaction started from president Olusegun Obasanjo, under whose administration the Terms of Settlement were brokered with Chief Bayo Ojo (SAN), as the then attorney general, who executed the Terms of Settlement before the tenure of president Jonathan, who approved the final implementation of the Terms of Settlement and my humble self who executed the resolution agreements. This is more so as the Settlement and its implementation were situated in the Federal Ministry of Justice.
“Honourable attorney general of the Federation, your response is crucial because it has become glaring that the actions of the Economic and Financial Crimes Commission (EFCC) in respect of the transaction are not in the national interest; but rather in furtherance of a plot to serve the interests of some powerful families and individuals who are aggrieved by my refusal to accede to their requests to compel Malabu to pay them certain sums from the proceeds of its divestment in OPL 245, and the subsequent re-allocation of the Block to Shell/ENI. You will recall that I had, on several occasions, asserted this fact. I am, therefore, surprised that a national institution is being used to further the interest of individuals whose claim or shareholding, in Malabu, remains shady and prefer to engage proxies to fight their battles.”

On the recent filed charges by anti-corruption agency against him and others, Adoke stated that 

“recent actions of the Economic and Financial Crimes Commission (EFCC) to impugn the settlement which was done in the national interest particularly their penchant to suppress facts relating to the transaction and the filing of criminal charges against me for conspiracy/ aiding the commission of Money Laundering offence and the latest allegations of bribe taking reveal very clearly that either your Office and that of the EFCC are not working in harmony or that something sinister is going on.

“Having given you the benefit of the doubt that you would not sponsor deliberate falsehood against me, my suspicion is that there is an orchestrated plot by the EFCC to: deliberately impugn a transaction that has been scrutinized and approved by at least three past Presidents and three Attorneys General; drag my name in the mud and paint me with the tar of corruption in order to attract public odium.”

Adoke also advised Malami that “As the chief law officer of the Federation, you have a public duty to 
speak on this matter so that Nigerians would know whether I acted mala fide or abused my office in the entire transaction leading to the final implementation of the Settlement. Nigerians need to know whether your predecessors in office from 2006 to May 2015 acted in the national interest when they brokered and implemented the Settlement.
“It will also be instructive for Nigerians to know whether your predecessors were carrying out their personal agenda or that their respective actions were carried out with the knowledge and approval of their respective Principals.

“if you find that I had breached my oath of office or abused my office, please do not hesitate to bring me to justice. However, if it is the contrary, as I strongly believe, that certain individuals who had vowed to even scores with me are now being aided by state institutions such as the EFCC; I deserve protection from these unwarranted attacks and dehumanising treatment that I am being subjected to merely because I chose to serve my fatherland.”

Recently, EFCC filed charges against Adoke and some former officials over the Malabu oil deal.

President Buhari Still Needs Prayer — CAN


President of the Christian Association of Nigeria (CAN), Rev Dr Samson Ayokunle, has congratulated President Muhammadu Buhari, his family and the populace on his return to the country 50 days after he left for London, for medical attention.

The body, however, stated that Buhari still needs prayers to be fully fit.


Welcoming him back to the country, Ayokunle, in a statement issued and signed by his Special Assistant (Media and Communications), Pastor Adebayo Oladeji rejoiced with the First Family and the country and urged Nigerians, especially, Christians, not to cease praying for a total and perfect healing for him.

“CAN rejoices with the family of President Muhammadu Buhari, the government and the whole nation on his return to the country after spending 51 days abroad for medical reasons. We will continue praying for his full recovery in order to be able to continue the task of rebuilding the country and most especially, to end the economic recession and its attendant problems.

“We urge him to do everything within his power to strengthen Naira which has been facing unprecedented devaluation since its emergence in order to bring the much awaited relief to the people who have been groaning under the yoke of the economic recession.”

The CAN President praised Buhari for handing over power to his deputy as mandated by the constitution and commends Vice President Yemi Osinbajo for living up to the expectation of his principal and the people.


“It is worthy to commend President Buhari for transferring power to the Vice President, Osinbajo whole away to avoid any breach of the constitution as we witnessed in recent history. We also acknowledged the loyalty, commitment and dedication of his deputy who live up to the expectation”.

The statement further noted with dismay the failure of the government at all levels to pay the workers and the pensioners as and when due which has compounded the problem in the polity.

“It is disheartening to note that workers and pensioners are being denied of their inalienable right nation-wide as a result of the poor management of the meager resources at all levels of the government and it is our prayer that God will help President Buhari and his team to bring the economy out of the wood sooner than later”.

“Our prayers, complimenting the efforts of those who are at the helm of the affairs will go a long way in bringing back the golden era with an accelerated speed. Our God who did it in Samaria is still on the throne on our behalf.”


The body tasks its members to always remember that praying for those at the helms of the affairs of the country is a divine mandate.

“As Christians, it is a divine mandate to be interceding for our leaders in order for us to enjoy the benefits that our country brings; we must strive to always pray for the people who have been made to rule over us, irrespective of our political and religious differences.”

I Had Challenging Time As Acting President — Osinbajo Discussed Issues With Buhari


Vice President Yemi Osinbajo, Friday, told his boss, President Muhammadu Buhari, that he had a challenging time acting as president.

The vice president was speaking at the First Lady's Wing of the Presidential Villa in Abuja at a 30-minute reception shortly after Buhari arrived from his medical vacation in London.

Osinbajo acted as president from January 19 and March 9.

The vice president thanked Buhari for the confidence reposed in him by handing over the reins of government to him in the capacity of acting president.

He said the Federal Executive Council were grateful to God that the president was back home hale and hearty.

Osinbajo stated: "Mr President, again on behalf of the Federal Executive Council, we welcome you back home. We are very grateful to God that you are back home hale and hearty. Mr President, I must say that personally, this has been a very interesting few days for me.

"First, I must say that I want to thank you very much for the confidence reposed in me by handing over the reins of government to me in the capacity of acting president.

"I think more important is that you demonstrated the belief in our system which is even more important than anything else.

"The constitution, which we all swore to, is important because it outlines the code of conduct. I want to say not only am I, but I am sure the entire nation is grateful to you.

"For me, I must say that it has been an interesting period going around the nation maybe because the roads are bad. I must say I had a very interesting and challenging time; but above all, the president gave us the good support."

Femi Adesina, said Buhari jokingly said: "I deliberately arrived on a Friday so that the acting President, Yemi Osinbajo can continue his work for now.

"Maybe Monday, the president will resume", Adesina said in a telephone conversation with TVC This Morning programme.

Acting President, Osinbajo Orders Release Of N1.6bn Loan For Women

The Federal Government has authorized the release of N1.6 billion for the National Women’s Empowerment Fund.
Acting President Yemi Osinbajo said this Wednesday on the occasion of the 2017 International Women’s Day.

Osinbajo said the present administration was committed to protecting all women from all forms of gender-based violence, especially those living “where the security situation is difficult and living conditions are challenging.”

The acting president assured that the Federal Government was determined to ensure that Nigerian women lived to fulfill their aspirations in a peaceful and prosperous country.

“On International Women’s Day, I would like to, on behalf of the President, government and people of Nigeria, recognise and appreciate the very valuable work done, and role played by women in our country, over the years, since the struggle for independence,” he stated.

Osinbajo noted that though Nigeria had made some progress over the years in creating opportunities for women and girl, more ground remains uncovered.

“We must strive to use our laws, cultural and religious institutions as well as our resources to empower women, give them opportunity, and protect their rights to a safe, healthy, stable life in our country.”

Osinbajo said the government acknowledged and valued the contributions women were making to national development, affirming that

“They do this daily working within and outside the home as well as in public life. Indeed they sometimes are the sole providers for their families.

“This administration also established, as part of its Social Investment Programme, the Government Enterprise and Empowerment Programme (GEEP) which provides interest-free soft loans to artisans and traders.

“At the moment, 60% of beneficiaries under the GEEP programme are women,” he added.

POLL: Nigerians Rate Osinbajo Higher Than Buhari


According to the latest NOI poll, 50% of the Nigerians who participated in the survey believe that Osinbajo is doing a very good job as Acting President. The last time the presidential approval rating edged up to 50% was in February 2016, when it was 57%.

FG Reveals Economy Recovery Plan


The Federal Government has released the Economic Recovery and Growth Plan (ERGP) which unveils a road map for Nigeria’s economic recovery, growth and sustainable development.

This was according to a statement issued on Tuesday by the Media Adviser to the Minister of Budget and National Planning, Akpandem James.

According to the statement, the development of the plan went through a rigorous process including wide consultation and robust engagements with stakeholders from a range of relevant fields.

They include: economic experts from the public and private sectors, academia, the Organised Private Sector, Civil Society groups, Organised Labour, sub-regional governments, International Development Partners (including the World Bank, International Monetary Fund and African Development Bank), the National Economic Council (NEC) and the National Assembly.
The statement hinted that the Plan has been approved by the Federal Executive Council, adding that its ceremonial presentation would take place when President Muhammadu Buhari returns from vacation.

Achieving Structural Economic Change


The statement read: “The core vision of the Plan is one of sustained inclusive growth. There is an urgent need as a nation to drive structural economic transformation with an emphasis on improving both public and private sector efficiency.

“The aim is to increase national productivity and achieve sustainable diversification of production, to significantly grow the economy and achieve maximum welfare for the citizens, beginning with food and energy security.

“The Plan envisages that by 2020, Nigeria would have made significant progress towards achieving structural economic change with a more diversified and inclusive economy. Overall, the Plan is expected to deliver on Five key broad outcomes namely: a stable macroeconomic environment, agricultural transformation and food security, sufficiency in energy (power and petroleum products), improved transportation infrastructure and industrialisation focusing on small and medium scale enterprises.

“Realising that the country’s economy would remain on a path of decline if nothing was immediately done to change the trajectory, the present administration, when it assumed office, embarked on strategic moves to halt the trend and redirect the course of the country’s economy and growth process.

A Knowledge-Based Economy


“The process started with the development of the Strategic Implementation Plan (SIP) for the 2016 Budget of Change as a short-term intervention. The ERGP, a Medium Term Plan for 2017 – 2020, builds on the SIP and has been developed for the purpose of restoring economic growth while leveraging the ingenuity and resilience of the Nigerian people.

“The Plan seeks to eliminate the bottlenecks that impede innovations and market based solutions, recognises the need to leverage Science, Technology and Innovation (STI) to build a knowledge-based economy, and is consistent with the aspirations of the UN’s Sustainable Development Goals (SDGs).

“The ERGP differs in several ways from previous strategies and plans as it:


is anchored on focused implementation which is at the core of the delivery strategy over the next four years;
outlines bold initiatives such as ramping up oil production to 2.5mbpd by 2020, privatising selected public enterprises/assets, and revamping local refineries to reduce petroleum product imports by 60 percent by 2018;
builds on existing sectoral plans such as the National Industrial Revolution Plan and the Nigeria Integrated Infrastructure Master-plan;
signals a changing relationship between the public and private sector based on close partnership.
utilises the value of the merger of budget and planning functions into one Ministry to create a better and stronger link between annual budgets and the ERGP; and
provides for strong coordination with the States to ensure that the Federal and sub-regional governments work towards the same goals.

Vision Of Inclusive Growth

“The thinking behind the development of the Plan was driven by several fundamental principles, including a focus on tackling constraints to growth; leveraging the power of the private sector and promoting national cohesion and social inclusion, as well as allowing markets to function.

“The Plan has three broad strategic objectives which are expected to help achieve the vision of inclusive growth: restoring growth, investing in the people, and building a globally competitive economy.

“The ERGP focuses on achieving macroeconomic stability and economic diversification by undertaking fiscal stimulus, ensuring monetary stability and improving the external balance of trade.

“The delivery mechanism has been identified as a major determining factor in the successful implementation of the Plan. The implementation strategy therefore focuses on prioritising the identified strategies, establishing a clear system of accountability for well-defined assignment of responsibilities, setting targets and developing detailed action plans, allocating resources to prioritised interventions, creating an enabling policy and regulatory environment, developing an effective monitoring and evaluation system to track progress, and using effective communication strategies”.
