6 Things To Note Down In The 2017 Budget

The presentation of the N7.298 trillion 2017 budget with 20.4% increase over the 2016 estimate was scheduled for 10am but did not start till 2.18pm.
 
The 2017 budget was benchmarked at N305 against the US dollar ($1) with 2.2 million barrels. The 2017 budget also sets a benchmark of $42.5 per barrel of oil, as against $38 in 2016.
 
Below are 6 takeaways from Buhari’s speech during the presentation of the budget:
 
1. Building the nation’s economy:
 
The president stressed the need for the country to focus on building the economy by producing more rather than depend on imported goods. He said for the nation to achieve self-sufficiency, more work needs to be done.

"I hereby make a special appeal to states to make land available to farmers," he said.
 
2. Increase the production of oil: 
 
Buhari noted that his administration was determined to get the production of oil back to at least 2.2 million bpd.
 
3. Infrastructure:
 
The government will focus on the development of infrastructure, especially road and rail in 2017.
 
4. Power sector:
 
He said this sector is experiencing funding issues though there has been an intervention. He said a provision was made in the 2017 budget to offset the country's electricity bills.
 
5. The war against insurgency:
 
Buhari said his administration was committed to maintaining peace and security nationwide.
 
“We will continue to fortify our defence spending till all our enemies within and without are subdued.
 
“The people who voted for us are waiting for us to change the course of this nation,” he said.

6. Provisions in the budget :
 
He disclosed that N100billion was allocated to the judiciary to allow them do their job with independence. Defence got the budgetary allocation or N140billion, water resources N85billion, interior N63billion, education N58billion, UBE commission N92billion, FCT N37billion and NDDC N61billion.
 
Buhari expressed optimism that the 2017 budget will make the lives of Nigerians better than it did in 2016.
 
This will be the second budget the president is presenting to the National Assembly. The first which was presented in 2015 was trailed by controversy. Buhari refused to give assent as the budget was said to be padded.

Buhari To Presents 2017 Budget To National Assembly Today



President Muhammadu Buhari will today (Wednesday) present the 2017 Appropriation Bill to a joint session of the National Assembly.

The document will be the second one to be presented by the President after his inauguration in May 2015.

Buhari, who will be accompanied by top government officials, is expected to present the document at 10am.

The Federal Executive Council had on November 30 approved the document for presentation to the National Assembly.

Speaking to State House correspondents at the end of the council’s meeting, the Minister of Budget and National Planning, Udo Udoma, refused to give details of the budget proposal as approved by the council.

He said it was only the President who would unveil the document on the floor of the National Assembly.

“The 2017 budget has been approved by the Federal Executive Council and the details will be revealed when the President presents the budget to the National Assembly,” Udoma said.

The budget of N6.07tn for 2016 was predicated on a benchmark price of $38 per barrel of crude oil and N197 to a dollar exchange rate.

Meanwhile, members of the House of Representatives have said that the key parameters of the 2017-2019 Medium Term Expenditure Framework upon which the budget will be based are not sustainable, asking the Federal Government to seek more realistic solutions to the economy.

They voiced their opinions as they debated the MTEF in Abuja on Tuesday, less than 24 hours to the presentation of the 2017 budget estimates to the legislature by the President.

The development came as the Speaker, Mr. Yakubu Dogara, declared a public hearing on the controversial Oil Prospecting License 245 open, saying that the House was prepared to assist the government to resolve the issues surrounding the lucrative oil well.

Nigeria is believed to have lost over $1.1bn on the OPL 245, better known as Malabu oil deal.

The MTEF’s crude oil production, benchmark and exchange rate projections for 2017 did not receive the full backing of members.

The government plans to spend over N7tn next year, but revenue projection is around N4.9tn, a figure that also accommodates a huge deficit.

The Majority Leader of the House, Mr. Femi Gbajabiamila, while leading the debate, urged his colleagues to accept the projections.

Gbajabiamila argued that a sudden rise in oil price by about $20 in the past few days suggested that the government could sustain a benchmark of $42.5 proposed in the MTEF.

He also stated that ongoing negotiations between the government and militants in the Niger Delta were indications that peace could return to the region to make the 2.2 million barrels’ daily production projection realisable.

But, other lawmakers called for a review of the projections.

For instance, the Chairman, Committee on Financial Crimes, Mr. Kayode Oladele, said the fact of oil price gaining extra $20 did not justify retaining $42.5 as the benchmark price for the 2017 budget.

He said the price could suddenly drop below $60 or $50, making whatever gains achieved useless.

Oladele said, “Let us look at the daily oil production of 2.2 million barrels; it has not been achieved this year and there are no signs that things will change.

“We can’t even rely on the $42.2 benchmark price because prices are likely to drop.”

Oladele also said the exchange rate of N290 to $1 was not sustainable, adding, “The market rate today is N490/$1, which makes the projection in the MTEF unrealistic.”

Another member, Mr. Shehu Garba, described the MTEF as a document that contained “so many illogical issues.”

“We cannot continue to use figures that are unrealistic. Which of the three exchange rates will be used for investment in Nigeria?” Garba queried.

The Minority Leader of the House, Mr. Leo Ogor, also faulted the MTEF and asked how the government planned to finance the budget deficit.

Ogor noted, “We have not achieved 2.2 million barrels per day of crude in the last five years. Then, there is the budget deficit. We are looking at a revenue of N4.9tn or so, but we want to spend more than N7tn.

“Where is the money going to come from to finance the budget?”

However, the Deputy Speaker, Mr. Yussuff Lasun, advised members to downplay emphasis on the benchmark and the exchange rate, and focus more on the government’s plan to diversify the economy.

“What is more important to us is that this government is serious about diversifying the economy. Let us allow the government to use whatever proceeds from oil to diversify our economy,” Lasun said.

The document was later passed for second reading.

Speaking at the hearing on the OPL 245, Dogara recalled that efforts by successive governments to resolve the controversies had failed, making Nigeria to appear before the international community as a country that was not serious with its anti-corruption crusade.
 However, he expressed confidence in the current administration to end the controversies.

2017 Budget Will Take Nigeria Out Of Economic Woods - Buhari



President Muhammadu Buhari has assured that the 2017 Budget proposal he will lay before the National Assembly on Wednesday will take Nigeria out of the woods to the path of growth.

He urged Nigerians not to lose faith in the ability of his administration to deliver on its promises.

The promise was contained in the President’s 2016 Eid-El- Maulud message to the nation he personally signed.

He said: “As we use the memorable occasion of this celebration to reflect on our current challenges, I urge you not to lose faith in the ability of this administration to make a difference in the lives of our people.

“The reality of the temporary challenges should not undermine our hope, reverse our collective will to succeed, or divide us; rather it should remind us of why we need to stay together, fight together and succeed together.

“We all share a vision of a better Nigeria, and we will all share in the responsibility of building the country of our dreams.

“As we look forward to 2017 with hope and huge expectations, let me assure you that with collective dedication and hard work, we will overcome the mountain of economic difficulties, and return our country to the path of prosperity.

“The 2017 Budget proposals which I will lay before the National Assembly on Wednesday, will contain measures that we are confident will get the nation out of its economic woods.” He stated

He said that the Eid-El- Maulud celebration is offering another opportunity for Nigerians to pause and reflect on the current realities before the nation.

The President wished all Muslims a happy and memorable celebration, which marks the birth of Prophet Mohammed (Peace Be Upon Him).

According to him, the nation has gained immensely through the Prophet’s teachings, particularly on peaceful living, tolerance, sobriety, generosity, sacrifice and honesty, and wisdom.

“The universal truths of the Prophet’s values remain unchanged. Against all odds, we have used these pillars of strength in securing a just and fair society, and our efforts are beginning to yield dividends in curbing terrorism, militancy, corruption and other crimes that devalue our humanity,” he said.

Buhari To Present 2017 Budget On December 14


President Muhammadu Buhari will present the 2017 budget proposal to the National Assembly on December 14.

This is contained in a letter to the Senate read by Senate President Bukola Saraki yesterday in Abuja.

The letter reads: “I crave the indulgence of the National Assembly to grant me the 10.00 hours on December 14, to formally address a joint session of the National Assembly on the 2017 budget proposal.’’

The President will also address the National Assembly on plans to get the country out of recession.

“Please extend, Mr Senate president the assurances of my highest regards to senators as I look forward to addressing the joint session.”

2017 Budget | Buhari, Saraki Holds Close Door Meeting


President Muhammadu Buhari and the President of the Senate, Bukola Saraki, on Thursday met behind closed doors as part of preparation towards the presentation of the 2017 Appropriation Bill to the National Assembly.

The meeting was held inside the Presidential Villa, Abuja.

The Federal Executive Council had on Wednesday approved the document, paving the way for Buhari to present it to the federal lawmakers.

The Minister of Budget, Udo Udoma, had told State House correspondents that it would be at the discretion of the National Assembly to decide when the budget would be presented after the President must have communicated his intention to them.

Saraki told reporters after the meeting with the President that the document would be presented within the next 10 days.

He expressed optimism that with the level of works that had gone into the preparation, the budget would be passed into law by the National Assembly earlier than that of previous ones.

He said, “I came for consultation with the President on a number of national issues. We are all getting towards the end of the year, getting the budget. Just regular consultation.

“We are ready, once the document comes to us, we are ready. I think this time around, a lot of works have taken place behind the scene.

“There is a lot more collaboration and you will see the result of that in the timeframe it will take after the President will have presented it.”

FEC Approved 2017 Budget, To Be Presented Before NASS


The Federal Executive Council, FEC, has approved the 2017 budget estimates.

Rising from a meeting which appeared to be very unusual, as it took almost the whole day at the Council Chamber of the Presidential Villa, Abuja, Minister of Budget and National Planning, Senator Udoma Udo Udoma, who briefed State House correspondents, alongside his colleague in Power, Works and Housing, Babatunde Fashola and the Special Adviser to the President on Media and Publicity, Femi Adesina, stated that the details would be made known when the President presents the document to the National Assembly, NASS.

On what day the document would be presented to the National Assembly, Udoma said
the Presidency would communicate formerly to national assembly, saying ultimately, the timing would be decided by the Parliament. 

He said: “The budget has been approved by the Federal Executive Council, the details will be revealed when the President presents the budget to the National Assembly.

“With regards to the date, the President will be communicating to the National Assembly and, of course, it will be at the National Assembly’s discretion ultimately. The President will write to them and after they confirm, then the President can come to address them.”

Speaking on the Medium Term Expenditure Framework, which was described as empty by the some lawmakers, the minister denied any form of emptiness, saying the document was well prepared. 

He said: “The MTEF was a very well prepared document after extensive consultations. We consulted the private sector, NGOs etc.”

UK Newspaper Honors Jibrin For Exposing Budget Padding



Abdulmumin Jibrin, suspended member of the house of representatives has been honoured with the African Voice Leadership in Legislative Governance Award by African Voice, a London based newspaper.


Jibrin was given the award for his commitment to legislative duties and fight against corrupt.

Mike Abiola, publisher/editor-in-chief of the newspaper, said the award recognised individuals who have shown dedication to developing their countries.

“My offence is disagreeing with some corrupt leaders of the house including the Speaker over the 2016 budget fraud and insisting that the right thing must be done,  exposing individual and systemic corruption in the house and rejecting immunity for principal officers of the house.

“Despite the difficulties I am going through, I will never be cowed to silence. I assure you I will never retreat from this worthy line of action. I shall remain committed to the fight against corruption in the House of Representatives and Nigeria as a whole.

Presidency begins budget preparation for 2017, clears MTEF



The Federal Executive Council on Wednesday has approved the Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper for 2017 to 2019, thus kick-starting the process of 2017 budget.

The approval was given at a meeting of the council presided over by President Muhammad Buhari.

The Minister of Budget and National Planning, Senator Udo Udoma; the Minister of Industry, Trade and Investment, Mr. Okechukwu Enelamah; and the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, briefed State House correspondents about the meeting’s outcome.

Udoma gave the highlights of the approved document:

It it is expected to be, oil price benchmark of $42.50 for 2017; $45 for 2018; and $50 for 2019.

In terms of oil production, he said the government would retain this year’s 2.2 million barrels per day for 2017; 2.3 million barrels per day for 2018; and 2.4 million barrels per day for 2019.

He added that the government was targeting three per cent growth for 2017; 4.26 per cent for 2018; and 4.04 per cent for 2019.

He explained that the growth rate for 2019 would be slightly lower than 2018 because as an election year, 2019 was expected to come with some uncertainties.

The minister said the government would use N290 to $1 as the exchange rate, with the belief that naira would stabilise.

He said, “As you know, the Fiscal Responsibility Act requires the executive to prepare the MTEF and send it to the National Assembly for their consideration and it is on the basis of the MTEF that the next budget will be fashioned.

“So, in short, we started the process of preparing the 2017 budget. Before the MTEF was presented to FEC for consideration, there was an extensive consultation with the private sectors, governors and Non-governmental Organisations.

“In the 2017-2019 MTEFF, the government intends to intensify efforts in pursuing manpower-driven economy. So, we intend to intensify effort to diversify the economy; we intend to go on with the implementation of ongoing reforms in public finance; we intend to enhance the environment for ease of business so as to generate private sector and private investment.

“We intend to continue to pursue gender sensitive, pro-poor and inclusive social intervention schemes similar to what we did in 2016. Our social intervention programmes is going to be sustained.”

Asked why a government that planned to diversify was still benchmarking oil price, the minister said the government needed to use a particular number to plan in terms of revenue from crude oil.

“We have numbers for everything; we have numbers we expect to get from Customs, VAT, independent revenue. So, we have numbers for all the things we expect, but because oil is volatile and is an area that has caused us to be where we are today, we want to assure Nigerians that we are not going back to using high estimates. Even though we sense that prices may be moving towards $60 per barrel in the next year or so, we are still going to use conservative number,” he said.

Answering a question on the performance of the 2016 budget, Udoma said government had released over N400bn of capital projects.

Budget Padding: Dogara makes U-turn, says ‘I am not above the law


Speaker Yakubu Dogara of the House of Representatives appears to have modified his stance on the propriety of the alleged padding in this year’s budget in the Green Chamber of the National Assembly.
Dogara yesterday denied reports suggesting that he could not be investigated or prosecuted over the scandal.
He also said reports credited to him as saying padding was no offence under the law were untrue.
He said his comments on the alleged budget padding were misrepresented and Nigerians now see him as insensitive to their feelings.

Jibrin Lied, No Money was Misappropriated or Stolen in the 2016 Budget --- Dogara


The Hon. Speaker of the House of Rep, Yakubu Dogara, on Saturday restated that No money was misappropriated, stolen or lost in the 2016 budget.

In a statement contained by this Special Adviser on Media and Public Affairs, Mr Turaki Hassan, insisted that there was NO ACT OF CORRUPTION by the speaker during and after the preparation of the 2016 budget.

Buhari, Nigerians will Benefit Greatly from Budget Padding scandal – APC chieftain

 

A chieftain of the All progressive congress, Mr Osita Okechukwu, has stated that Pres. Muhammad Buhari and Nigerians in general will eventually be the greatest beneficiaries of the budget padding scandal currently rocking the House of Representatives.

The Director-General of the Voice of Nigeria, VON, stated this in Imo State, while fielding questions from newsmen at the burial of the former chairman of the Nigeria Union of Journalists, NUJ, Abuja council, late Comrade Chuks Ehirim.

BUDGET PADDING: More Revelations by Hon. Jibrin



A former Chairman, House Committee on Appropriation, Abdulmumin Jibrin, on Sunday said two state governors and three former members of the House of Reps were blocking him from meeting with President Muhammad Buhari to expose what really happened to him.

He added that the action was part of a perfected plot to provide a soft landing for Speaker Dogara.

Jibrin did not name the governors or the former Reps, but promised to expose them if they don't stop.

A coalition of media and civil society organisations has dragged the immediate past Chairman of the House of Reps appropriation Committee, Hon Abdulmumunu Jibrin, to the Economic and Financial Crimes Commission, EFCC, over the controversy surrounding the alleged padding of the 2016 budget.

Release of N350bn for capital projects begins Friday - FG

The Federal Government of Nigeria on Thursday said that, it would commence the release of the sum of N350bn set aside for capital projects contained in the 2016 budget on Friday, 13th of May, 2016.


The Minister for Budget and National Planning, Senator Udo Udoma disclosed this during the public presentation of the 2016 budget which was signed last Friday by President Muhammadu Buhari.

He said the fund to be released by the Ministry of Finance would be made available to finance projects that are ready for execution.

The minister said, “We are ready to kick-start the implementation of the budget and by tomorrow (Friday), some releases will be made for capital projects that are ready for execution.”
